

Ruto Seeks MPs’ Backing for Mega KSh 4.5 Trillion Nation-Building Agenda

President William Ruto has announced a landmark KSh 4.5 trillion national transformation plan anchored on large-scale construction and infrastructure projects to drive Kenya’s transition from a third-world to a first-world nation within the next three decades.
Speaking in Vihiga County on Sunday, the President said his government will soon present the comprehensive proposal to Parliament, outlining unprecedented investments in infrastructure, energy, and agriculture - key pillars of Kenya’s development blueprint.
According to Ruto, KSh 1.5 trillion will be allocated to modernizing roads, railways, and airports, KSh 1.5 trillion to expanding the energy network, and another KSh 1.5 trillion to fund irrigation projects that will bring two million acres of land under agricultural production.
The President emphasized that construction will be the backbone of the transformation agenda, creating jobs, spurring industrial growth, and reshaping the nation’s physical and economic landscape.
In Vihiga, Ruto launched a 3,000-unit affordable housing project, with 1,000 houses each in Luanda, Mbale, and Chavakali. He said the initiative will not only address housing shortages but also generate employment for local youth and protect agricultural land from over-subdivision.
Complementing the housing program, the government will invest KSh 300 million to construct modern market facilities across the county — including a KSh 70 million market in Luanda and another in Banja. Each market will feature storage units, cold rooms, and business stalls, aimed at supporting farmers and small-scale traders.
Ruto assured citizens that the plan will not require new taxes. Instead, it will be financed through strategic partnerships, efficient resource management, and public-private collaborations.
